Low Riders modified their cars by clamping or cutting the suspension springs so the would ride low to the ground and would also lower the seats inside the car so they would also sit low, just barely seeing over the steering wheel and slowly cruise the boulevard. This is how the name "Low Rider" was born. Later the started completely bemoving the suspension and adding the hydraulic lifts so they could lift or lower the car at will. The author of this song used "The low rider is a little higher, Low rider drives a little slower" and this is what he is refering to. I'm not sure about the marijuana story. I most all the names of the different strains of the herb and never heard of "lowrider" marijuana back in the 60s & 70s and I am 60 years old.
