As much as people would like to believe, the song is about cars and slow cruisin'. It began as a Latino fad (hence the relationship to Lopez). Most low riders didn't do drugs. That took money. And money was meant to be put into the Low Rider. A bag of pot or a new addition to the pride ride. "Rides a little higher" is not about buds. It is about taking care of your ride and being proud of it "head up high". Rides were so low that the brown boys "Sheriff" would pull over the low riders and issue tickets for being to low to the ground, or even impound (which sucked). Hence new ways to raise the car when needed (also great for repairs). This led to the bounce. Drugs - ask any true low rider - no way - that would be money taken away from the ride, the equiv of stealin' from your momma.
Low Rider is a person, not a car. Rides in the low-riding car... otherwise known as cruising. Friday & Saturday night, one street everybody knows, jam packed with cars... cruising S - L - O - W and low to the ground... baby. And yeah we got lots of Calif Mex action in that crowd ...
