You just have to figure it out for yourself. Songs are about interpretation. Many lyricists don't just write what they are saying. They expect you to figure it out.

I see where everybody says its about drugs, but i dont like to think of it that way, if you do thats how you want to and will interpret it. I say just enjoy the music and stop fighting about it. Petty chose the analogy of a fruitless/dead-end relationship that he can't seem to get out of (paired, obviously, with the marijuana connotations). It may make you want to smoke, or make you miss your girlfriend; either way, however, you are missing the point.
