The west end girls are I believe about the working girls of soho and london in general.
The Dive bar was an excellent underground bar that shut a few years ago in china town. It had a caverous shape to the celling and sometimes a dj would do a set of old jazz records or anything really, very 50's.
I think the song is about being excited and exhilarated but slightly scared in a big city.
