song was written in '74, during impeachment against Nixon. Cement alludes to sinking the presidency.
the last half refers to Oliver Hardy, the genius comedian and a skit where he bought a mini horse for jumping

i cant help but think it's about cocaine and rolled 100's- it's the previous verse and the eskimo sea lion ref to snow and snow seal's
i'd guess gee-gee is a gram and homie pinched some for his self.

"I'd guess" about it. There's no mention of snow seals, and where'd you get "rolled 100's" from? The mention of a president?
The president then was Nixon, and the bag of cement was a reference to "cement overshoes" - a means of dumping corpses in a body of water. Geez, don't overthink things, and don't bring everything down to your own limited level.
