i think the clowns symbolize a joke non-reality. but art is up for individual interpretation.

She is saying the joke is on her, that she misread the romantic situation, and there should be clowns because that is who she thinks she is.

LOVE THIS SONG.
At first I couldn't figure this out too, but then I recalled it was kinda circus tradition to send in the clowns - to calm down/distract the audience - whenever something tragic happens in the circus ring. I guess the situation she's singing about is tragic enough to require clowns...

Yes I agree Janet. She is saying they are Clowns because now realises she really does love him - it is all too late because she took his support for granted.
It appears that he has now given up on the relationship - she knows he no longer loves her and she has missed her chance.

The title refers to a phrase reputedly used in a circus when an unforeseen disaster had occurred, with the clowns being sent in to distract the audience from the problem. It's a metaphor for a tragic fall from grace. (thanks, Edward Pearce - Ashford, Kent, England, for all above)

I think the song interpretation is that a woman finally comes to terms that what she wanted, what she needed, what she was always capable of achieving, was right before her very eyes, though she went searching far and wide for it, wasting precious time. The joke is.....you never have to look farther than your own backyard. Ironic and laughable....send in the damn clowns to make her laugh or she's gonna start crying.

come on folks, we have all made mistakes in relationships. Later in life wanting the love of our youth back. Only to realize that they have moved on. Clowns distract us from the disaster that is unfolding. yet hope springs eternal as our mistakes can propel us forward. this is a tear flowing ballad of the highest regard.

She thought he would want what she wanted..took for granted he would be there, missed her chance, he moved on. She feels like the fool.. what an epic story, haven't you girls wondered 'what if' with certain passed-up relationships? It can stab the heart! Awesome song!!!

This song is about a troubled but strangely committed relationship that is so full of drama
that it is compared to a circus performance. The partners rehearse what they want to say to each other just to mistime their special moment and flub their lines. Their natures are so opposite that when one is high, the other is down. They misread each other constantly and confuse their wants with the other’s needs. When that happens, they shrug it off in good humor, accepting the predictably unpredictable laughable nuttiness of it all by “sending for the clowns.” Despite it all, despite the farcical quality of their behavior, they care for each other.
